I want to knock the reason behind why the exporting state must transfer the credit of SGST/UTGST used in payment of IGST?

igst is income of CG,if last transaction is intra state then ultimate income is of CG and earlier transaction charged with cgst an sgst, CG already have cgst of earlier transactions and sgst with SG is not the income of SG infact it is of CG, so SG have to give it back to CG.
