Can some please explain me the meaning of short Deduction of TDS & What are the Requirements for the same

in case of short deduction of TDS it's impliedly means that to that expenses will be disallowed because of in the Income Tax Act TDS rates give specifically and provision related to that rates so short deduction attracted to disallowablilty of expenses related
Short deduction has same impact as if no deduction is made...
You may receive shortly notice from TDS office and auditor also disclosed notes to account and Tax audit report that showing bad impression.
