80GG deduction

is deduction allowed if an individual has let out his house and live somewhere else on rent

If he is salaried employee and receive HRA then he can claim HRA deduction, if self employed he can claim deduction under section 80GG

yes you can claim deduction if you aren't receiving hra. both salaried and self employed can claim deduction under this section
