IR IS NOT APPLICABLE FOR THE DECEMBER 2012 ATTEMPT BUT FOR JUNE 13 ATTEMPT IT IS APPLICABLE.
Luckily its not applicable for the upcoming CPT exam i.e Dec'12.
But as per the information provided in the websites, We can expect that rules to be applicable from June'13 exams.
