can a guest in hotel having accomodation service deduct TDS under 194 ib as rent at time of payment when exceeded tahn than the threshold limit ?

For hotel room charges sec. 194C applicable
how 194 c is applicable on hotel accomodation as it does not come under the definition of "work" under said section.
