194c tds applicability

if a,b,c,d,e,f are contractors of advertisements and each individual payment for a year is 20k 
then will 194c apply?
since it crossed 1lakh in aggregate but individual payment did not cross 1lakh but advt exp crossed 1 lakh
is the provision applicable,
