client has filed 154 request for A.Y. 16-17 in feb 2018, and the status of which is " rights transferred to A.O." No action has been taken by the dept, and no reminder was sent by the assessee till now. Who has the primary responsibility reg the processing of req in this case, sir?

To move forward, your client should: 1. Send a reminder to the AO, citing the request number and date of filing. 2. Follow up with the AO's office to check the status and expeditite processing. 3. If necessary, file a grievance with the Income Tax Department's citizen portal or contact the local Income Tax Office for assistance.
