The new co's bill is not yet made public. Its going to be placed before sessions in upcoming schedule.

thanx.. but its the concept paper actually which was made public for comments in 2004 I guess.
thereafter few changes have been incorporated in it in the bill which got the nod of parliament..

Ashish this is not the new proposed bill, it is only the recommendation of JJ irani(Concept Paper). The new bill contain more than 400 sections
