The Income Tax Department intends to setup a web based „National Judicial Reference System (NJRS)‟ with the objective of improved litigation management. The NJRS will consist of a centralized, indexed and searchable repository of all direct tax appeals and various judicial orders in Direct tax matters such as those of the Income Tax Appellate Tribunal, High Courts and the Supreme Court of India. The NJRS will facilitate close monitoring and management of appeals, analytics for tax policy and it will facilitate decision making in general.
The Implementation Agency shall be responsible for the Design, Development, Implementation, Operations and Maintenance of NJRS for the term of the contract. The detailed scope of work, eligibility criteria, bid process details, and the contractual terms and conditions are available in the three volume “Request for Proposal” (RfP) document. The RfP can be downloaded from the website of the Income Tax department at http://incometaxindia.gov.in/. It can also be purchased from the ACIT (NJRS) at the address given below between 11AM till 4PM on any working day on payment of Rs. 10,000/- by way of a DD in favor of Accounts Officer, Zonal Accounts Office, CBDT, New Delhi.
