The Ministry of Finance, through its Department of Financial Services, has issued a key amendment to the Debts Recovery Tribunals and Debts Recovery Appellate Tribunals Electronic Filing Rules, 2020, further streamlining digital proceedings in debt recovery matters.
Published via Notification G.S.R. 403(E) dated June 23, 2025, the Debts Recovery Tribunals and Debts Recovery Appellate Tribunals Electronic Filing (Amendment) Rules, 2025, mandates the electronic filing of all pleadings related to specific provisions under the Recovery of Debts and Bankruptcy Act, 1993 (RDB Act) and the Securitization and Reconstruction of Financial Assets and Enforcement of Security Interest Act, 2002 (SARFAESI Act).

Key Highlights of the Amendment
- Mandatory e-Filing: Applicants must now submit pleadings in electronic form via the official e-DRT portal, applicable to both Debts Recovery Tribunals (DRTs) and Debts Recovery Appellate Tribunals (DRATs).
- Revised Rule 4: The updated rule clearly states that all specified pleadings under the RDB Act and SARFAESI Act must be filed through the e-DRT system.
- Standard Operating Procedure (SOP): A detailed User Manual guiding applicants on electronic filing is available on the e-DRT portal for reference and compliance.
The amendment, made under clause (ccd) of sub-section (2) of section 36 of the Recovery of Debts and Bankruptcy Act, 1993, marks a significant step in the government's ongoing effort to digitize legal and financial proceedings for improved transparency, efficiency, and accessibility.
