CBIC Unveils New ICEGATE 2.0 Online Module for MOOWR and MOOSWR Permissions

In a significant move to streamline customs compliance and enhance ease of doing business, the Central Board of Indirect Taxes and Customs (CBIC) has launched a new online module on ICEGATE 2.0 for filing applications related to permissions under Section 65 of the Customs Act, 1962

The module has been operationalised to facilitate faster, paperless processing for two key regulatory frameworks:

  • MOOWR (Manufacture and Other Operations in Warehouse Regulations, 2019) - applicable to warehouses licensed under Section 58; and
  • MOOSWR (Manufacture and Other Operations in Special Warehouse Regulations, 2020) - applicable to special warehouses licensed under Section 58A

Simplified Digital Workflow with Detailed User Manuals

To support users, CBIC has released comprehensive trade and departmental user manuals on the ICEGATE website. These manuals offer step-by-step guidance with screenshots to help applicants navigate the new module effortlessly. They are available on ICEGATE's warehouse licensing guideline page.

For troubleshooting, users can write to icegatehelpdesk@icegate.gov.in, while departmental officers may escalate unresolved issues to saksham.seva@icegate.gov.in for faster resolution

Customs Zones Directed to Publish Port Codes

The circular also directs all Chief Commissioners of Customs to issue Public Notices indicating the port codes designated for receiving and processing Section 65 permission applications within their jurisdiction. Commissioners have been asked to ensure smooth transition and onboarding of trade stakeholders onto the ICEGATE 2.0 module

A Boost to Digital Customs Administration

The launch of this online module is expected to:

  • Reduce manual paperwork and processing delays
  • Improve transparency and real-time tracking of applications
  • Strengthen governance in warehouse-based manufacturing operations
  • Align customs procedures with India's broader digitalisation vision
