working capital loan ( project finance)

sir, i have got one project . in this project , it require loan of 6 crore as working capital.....

then is there any criteria fulfil by  my client..

like in working capital there is tandon committe who fixed criteria to give loan of 75 % ( assets - liabilites) of such firm.

please tell me other committed who define criteria for w/c loan.
