Work order by composition dealer.

As it is cleared by finance minister recently that service equal to Rs 5 lakh or 10% of turnover, which ever is higher will be allowed to
composition dealer, my query is a out work order.
my client( composition dealer) a supplier, received an order in which he is said to to supply a wire net as well as to install them.
in this case whether he can charge the service charge in his bill of supply.
