Quick Summary
This discussion addresses concerns about whether the government will seize bank accounts of individuals who have defaulted on tax returns and received a notice under Section 46. The consensus is that bank accounts can indeed be attached. This is due to a circular stating that if a return remains unfiled within 30 days of an order, the proper officer can initiate proceedings under sections 73, 79, and 83, which can include asset attachment.

Yes can attach , because in term circular 129/48/2019 , return remains unfurnished within the statutory
period of 30 days from issuance of order in FORM ASMT-13, then proper officer may initiate proceeding u/s 73,79,83.
