Why this partiality???

In this link: https://www.icai.org/post.html?post_id=823) the list of approved organisations for Industrial Training in all the regions is provided by ICAI. But I dont understand as to why only names of the organisations are provided in the case of Southern Indian Region but not their addresses whereas in the case of the other regions the addresses of the organisations are also provided.

Do you think that there can be a valid reason for this partiality?
