Who is responsible for this failure

SOME  STUDENTS  ARE FAILING  WITH SCORE OF  198 AND  199 . DONT U THINK  INSTITUTE SHOULD  GIVE THEM  GRACE  MARKS AND  CLEAR THEM ?  ITS  INJUSTICE .

How it is injustice if u r failed since u never touched the 200 mark

If u score 200 or above and then if icai fails u then it is injustice 

Furthermore what if u scored 185 or 190 then you would have not asked for grace marks since u know that u are very below the benchmark so instaed of awarding u 190 marks and failing u , icai is awarding u 199 which is fair they could have simply given u 190 because in either case you are failed but they award what is fair i.e 199 and  not 190  and the consequent pass or fail is determined by your score and not icai's judgement 

The work of icai is not to actually pass or fail you the work of icai is to award fair marks earned by you and the pass or fail is system determined and not icai determined
