Hire purchasing is a business which can be done by anyone I guess. Technically, anyone can operate any business once they declare their nature of business to mca or companies registrar 

1. Anyone can do hire purchase business
2. proprietorship firm can also do hire purchase business
3. No license and no registration.

But the entire strength lies in drafting a very detailed hire purchase agreement. Also, accounting is a tricky but manageable part given that GST aspect, TCS aspect needs to be complied as well.
