If last yr net tax liability( output tax less input tax) is less than Rs 20000, now I want to know whether I have to filed Vat return monthliy or quaterly basis NEXT YR.

20000 limit decided payment of vat payment monthly basis for quarterly basis, vat return filling is mandatory , in case of NIL return also.
filing of vat return is necessary even if u hv nil return.

With refference to aobve query, as per the rules u are escalted ot file Monthly basis return even if ur tax liablity comes to zero after adjustment of ur input tax. since the cause, u have to show the details of the input tax information for not paying output tax.
