Whether Service Tax will be chargeable or not?

A person who has received a order from a customer and supply the same material to the customer directly through the supplier of the product or manufacturer of that product(because he is not invole in trading or mfg processing).

He raised a bill for his service rendered.So,question is that whether service tax will be chargeble or not?if yes that on how much rate?
