Please confirm whether the HSN/SAC codewise summary and Documents Issue columns are mandatory field to be reported in GSTR-1 for a registered person whose turnover is below Rs.1.5 Croe and opted quarterly filing mode?

Yes its mandatory.
But for taxpayer whose turnover is below 1.5 crore is not required give HSN code under table "HSN Summary" only discripttion of Goods can provided
