the due date of return of GSTR 3B of September 2018 is 20th Oct, 2018.
Hence you can take credit not taken earlier in GSTR 3B of 2017-18 after matching GSTR-2A upto 20th Oct, 2018

If your ITC is not matching with GSTR2A, you should reverse the ITC which is not reflected in GSTR2A.
In my view, you contact your seller and tell them to file the returns at the earliest.
