WCT Certificate is Work Contract Tax Certificate
It is issued by State Level commercial tax cell.
I'm from Kolkata so i could tell you abt STDS cell which issues this certificate upon successful registration in the WB Com Tax website.
The WCT Deductor issues Form 18 to Deductees and submits those Form 18 along with Form 19 to WB Sales Tax Deptt.
Please consult some1 conversant with Sales Tax/VAT in ur state.
