What is jurisdictional area

Jurisdictional Area means a area in which an officer or person can excercise his powers legally. Like Police, Politicians, and other government officers have there legal bounderies in which they can excercise there legal powers.

i read it in a service tax notification.. what does it mean in service tax !!
