In my opinion this is exempt so there is no tax.
NO tax on Purchase of Property after Completion
Since it is constructed on behalf of govt for public welfare ...so no gst

As per Notification 1/2018 CT (r)
The concessional rate of GST of 12% (effective rate of 8% after deducting the cost of land) will apply in the housing sector.
Hence its 8% GST .
