What is difference between tariff/ non tarriff notifications

name itself describes the nature,
NT notifications are NOT Tariff related, as they can not allow conditional or unconditional change in tariff rates to any sub heading goods,
notifications other than NT are tariff related and are issued in relation to change in tariff rate with some condition or clause.
