We need to make a payment of Rs 16000 to an individual for our company's website development . What would be the TDS rate of deduction , and under which section is this applicable ?

It's just 16k then why TDS deduction...???
What if we make further payments to this individual during the current FY in case we need his services again by March'24 ?
Please refer section 194 c of the income tax act

If Further. Then follow sec 194C as per Mr. Ashwin Kumar.,
You can deduct TDS after reach the value to 100000/-
Incase any billing or Payment exceeding Rs. 30k between the year then deduct TDS.
