WCT to be deducted inclusive of Service tax or not?

Kindly clarify my doubt....

WCT need to be deducted on service tax portion also or only on the turnover?

as per apvat act 2005 service tax is also part of taxable turnover Therefore WCT MUST BE DEDUCTED 4% OF 70% OF THE AMOUNT PAYABLE AS CONSIDERATION FOR THE EXECUTION OF WORK
