What are the ways a company can pay a person if the person does not have GST registration?

The GST law mandates that any registered person buying goods or services from an unregistered person needs to issue a payment voucher as well as a tax invoice. The type of invoice to be issued depends upon the category of registered person making the supply.

Do you want to mean that an unregistered person needs to issue a payment voucher as well as a tax invoice to the GST registered organization where he/she provided services?

Is not it possible for the registered organization to pay the GST of that unregistered person directly to the GST department of government for the payment the organization is paying to that unregistered person who is providing service?
