Waybill requirement & procedure

Our company sending a survey equipment to Noida for calibration from Kolkata. Do I have to sent through way bill?

If way bill is required, as Noida party will produce the invoice for calibration after examination of the equipment, then how I will raise the way bill.

Please let me know at the earliest.
