If we are in west Bengal and we purchase goods from maharasthra and sale the same goods to orrisa. we instruct maharasthra to deliver the goods directly to orrisa.
So in above situation who will issue waybil and to whom

I think u didnt get my query. i asked who will issue waybill and to whom. previously sale under 6(2) transit sale where in my example orrisa party will issue waybill to maharastra.
But in gst transit sale is ommitted. so in this condition who will issue waybill to whom

then to MH you have to give purchase waybill and to orrissa sales waybill

But material will not enter in west bengal. in goes directly to orrisa without entring west bengal boarder

in this case if u issuing invoice then also u need not to issue any waybill

I issue invoice to orrissa. maharashtra issue invoice to me.
So without waybill how material will cross boarder of orriss

any waybill is there in orrissa, If yes then your party have to issue waybill otherwise your Invoice in more than enough

We are dealer who purchase material from manufacturers and sale to my party without receving the material
