Waiver of additional fees paid for AOC-4 for OPC

Hello all,

I have filed AOC-4 and MGT-7 for an OPC for the FY-19-20 on 23-01-2021 for which I have to pay additonal fees to tune of Rs.18000 for both. Can I claim the refund for the same as per the latest waiver of additional fees vide notification General Circular No.04/2021   F.No. 01/34/2013 CL-V -Part-III.

Please advice on the same and also if refund can be claimed, can I claim it through regular refund from which is listed on MCA?
