W.B. VAT Sec22(7)

In regards to reverse credit u/s 22(7) under W.B. VAT, is to make @ 3% on consignment sale/Branch Transfer/ Depot Sale instead of @ 4% wef. 01/04/08. Can you tell me the Notification No.
