how to fill form 4 of vivad se vishwas scheme under new portal. there is no tab for vsv scheme.

Vivad se Vishwas tab is not available till now on new portal, please wait for some time

Ok...I opted for vsv scheme received form 3 , in my case penalty and interest is waived if opted for vsv. But I received faceless Show cause notice for penalty and they are asking for form 5 of vsv to finalise penalty proceedings.
kindly suggest how should I reply to penalty SCN.
