I want to voluntarily register for epf no. for my client.
He is an upcoming contractor. Right now he has no employees working under him. But for contractor license he needs epf no.

You cannot register for an EPFO number with zero employees on the Shram Suvidha Portal because the system requires employee data and a joint consent agreement to process voluntary registration. To get the EPF number for a contractor license, your client must hire at least 1 or 2 employees to fulfill the portal's technical requirements or check if the licensing authority accepts a non-applicability affidavit.
