I am going to pay a sumof 1 Lac commission to a person residing in Hong Kong. I do not have PAN of his.
What is about TDS?
What % will it applicable?
is there any double Taxation Agreement with Hong Kong?
Please it is Very Urgent.

Since you do not have PAN of the foreign party TDS is required to be deducted @ 20.60% (20% + ed. cess 3%); otherwise it would have been10.30% in case PAN would be available.
For DTAA with Hong Kong you have to see DTAA between India and China
