Very important question

hi ! i have important question to ask . i m b.com final semester student my last semester exam will held in dec-13. i m doing graduation from IGNOU. And there is only one exam paper left to clear which will held in dec-13 . except  all my exam papers has been cleared and my percentage is 56.(including 30% of my assignments and 70% of my term end exams). so i just need to ask can i take provisional registration in ipcc . ? the only proof i have for my obtained marks is grade card pls reply soon thanks
