Verify genuineness of bill

Dear Experts, I have kept gold of my wife in custody of my family friend in 1998 while i was moving out of india for a long period. He was under impression that i have gifted him that gold and so now when i asked to return that gold, he is now showing me a receipt of selling that gold to a jeweler in Apr 2003 at the gold rate of 2003 and offering me the amount he got in 2003 from that jeweler. I have doubt on the genuineness of that receipt as it as both TIN number and CIN number. As per my little knowledge of TIN & CIN number, i think TIN doesn't exist in year 2003. I have verified the TIN from internet www.knowyourtin.com where it is showing correct jeweler name but showing that "Date of registration under CST act" as 01-Apr-2005. Since he is close family friend so unless i am sure about genuineness of the bill ( doubt on Date of registration under CST act which is latter than bill date having TIN) i don't want to question my friend. Please guide how to verify the bill authenticity? Does TIN/CIN exist in year 2003?

Different states had different years of VAT implementation; so which state you refer to?

It's for delhi.

Also my question is not about VAT. It is about 

1. whether Tax identification Number (TIN) which is printed on bill of date Apr'2003 was actually introduced in delhi before Apr'2003?

2. Whether date of registration under CST act of this jeweler could be latter than his bill date having TIN printed on it?

3. Any other way to check genuineness of the bill?

 

1. TIN stands for Taxpayer Identification Number. This term is used alternatively with VAT (Value Added Tax) number.

2.DVAT 2005 and DVAT Rules 2005 came into force w.e.f. 1 April.,2005.
