VAT PAYABLE ABROAD

We are executing one DDP shipment- ocean route to Africa. Our Freight Forwarder mentions about certain charges at Destination Port

 [ Customs clearance, arrival notice, bond - entry - verification fees, ICD charges at Border] plus 18% VAT.

Could Indian Exporter claim credit of this VAT payable at African Nations?
