If a dealer has sold some goods to the site at bhuj of a dealer and billing will be done in the name of Chennai HO then whether Vat is applicable o CST ?

Please mention the state from where material is being sold??
If goods move within the same state then Vat will be charged otherwise CST will be charged
Kindly indicate selling state and billing state and delivery state to reply whether VAT/CST applicable.
cst wil be chrged in this case
