VAT on Cement & steel

Dear friends,

In a 100% EOU manufacturing industry why can't we take the input credit on Cement & Steel for the Manufacturing of the Industry.

cement & steel will not liable to get Vat credit due to creation of immuvable property ,which is exeption U/s 54
