what is the impact on the purchaser if a registered dealer has not charged vat while selling goods to the purchaser

It does not matter for purchaser, why purchase is getting bother. Neither seller charge vat on bill nor purchase will pay the same.

not agree with Harpreet singh .If a seller not charged vat , in this case it is assumed that in the total amount vat is included by the purchase, but  at the time of assessement of sale tax it create problem, the sale tax authorities will cancel your input which u hve taken on purchase or either u hve to sign one form from the purchase in haryana C4 form is used. 

In short Always ask to seller to whom you are purchasing good to show vat in invoice , means vat included bill is not advisable.

As VAT is not charged, it will be considered to be Unregistered Dealer purchases. Incase of Karnataka VAT, on behalf of Supplier, Dealer has to pay Purchase tax to the department.

(Also Unregistered Dealer purchases will be part of Sales Turnover in Form VAT 100)

In short when the Bill does not include VAT then the total bill amount is assumed to be including the VAT at the appropriate percentage meant for such good.

if dealer is registered, it will not treated as purchase from unregistered dealer. As per karnataka VAT Act/ Rules, dealer is suppose to show separately VAT element in the invoices. If seller (Regd.dealer)has not charged VAT in the invoice, buyer need not to worry becoz he cann't take input credit and at the time of assessment, officer also cann't question as buyer would have not taken input credit. It is good for department.

Hey this kind of purchase is always treated as Tax paid Purchase and it is treated that tax is included in the bill. but this kind of purchase do not fulfill the formalties of the VAT so input can not be taken on the bills.

If any dealer do not charge the tax it is fault on seller side.
