VAT and Service Tax on Works Contract

In State of Gujarat Can a Work Contractor charge on 67% of Contract Value with Vat and Balance 33% Contract Value Service Tax  @ 10.30% . Please give the Notification of VAT that Contractor Can Charge Vat on 67% and Service Tax on 33%
