Vat 240 clarification

In vat 240, some purchase i. e input tax not claimed purchases, are shown in the sl. No of unregistered purchases. We have genuine bills. Now karnataka vat intelligence says we have to pay tax. What is the remedies.. Can we prefer an appeal

You have to pay tax on pur from unregistered dealer. And then on sale of such goods you can take credit of the same

I feel, u can prefer appeal, when u have regular book of accounts,and genuine bills, u should not penalised for a mistake, only u have to prove it.
