If your employer provides a mobile phone for both official and personal use and retains ownership, it is generally not taxable as a perquisite. Additionally, any reimbursement of mobile/internet bills provided against actual bills for business purposes is fully tax-exempt. However, if you receive a fixed monthly "telephone allowance" without the requirement to submit bills, that fixed amount is treated as salary and is fully taxable.
