Some one have a private number 2wheeler. He wants to change his state of residence.

My query is : is he required to change the number of the vehicle?

if No, have you any basis for your expert comment.

it's state govt prerogative, depend upon state & laws prevails in particular state but number need to be changed.
He has to get the No Objection Certificate (NOC) from the respective State.
That NOC to be submitted to the migration state
It depends on the State to State as in Mumbai he has pay the Octroi and get the MH number
Mr. CA. Dashrath Maheshwari If any one wants to move his bike to another state one has to follow this procedure 1. Should get NOC (No Objection Certificate) from present RTO. 2. Submit that NOC and other required documents, (ID Proof & Address Proof) along with Registration Fee to the New RTO. 3. New RTO will give the new number to the vehicle. 4. If any one wants reimbursement of Registration fee from previous RTO, he has to submit New Registraton documents to old RTO and he can get back the amount which was paid (However, certain % of amount will be deducted by previous RTO). However, sincere advice is to consult Automobile Association in your city. There are many AAs which does a lot of good work. Enquire about your nearest AA and become a member (a nominal fee will be charged). They will do all the work on behalf of you (for a fee). Cheers! Sridhar
