URGENT PLZ... PE II STUDENT TO APPEAR IN IPCC NOV 2010

I AM SANGEETH, A PE II STUDENT. I HAVE EXEMPTION IN BUSINESS AND CORPORATE LAWS. I HAVE NOT COMPLETED MY 250 HRS  COMPULSORY COMPUTER TRAINING. I WANT TO APPEAR IN NOVEMBER 2010 IPCC EXAM. PLEASE ANY ONE ANSWER ME FOR THE QUERIES BELOW.

1. CAN I APPLY FOR NOV 2010 IPCC EXAM WITHOUT COMPLETING ITT TRAINING AND ORIENTATION PROGRAM BY MAKING PROVISIONAL THAT I CAN COMPLETE BEFORE APPEARING THE EXAM?

2. CAN I REGISTER FOR IPCC IN DECENTRALISED OFFICE BY PAYING RS.4500? 

3.WHETHER THE DECENTRALISED OFFICE ISSUE REGN.NO AND THE STUDY MATERIALS IN THE DAY ITSELF WHEN I REGISTER?

One thing is not clear to me.

How much we have to have pay while registering for the course PEII to IPCC??As per announcement we have to pay Rs. 1500/- towards cost of study material.But the amount payable towards ITT is payable now or when we intent to join the course??

please clarify.thanks a lot.
