My brother is going to write IPCC exam in Nov-2010. But still he didn't join for IT training and oriental course. Pls let me know for whether it is essential to complete both before writing exams or not. Whether it is possible for him to write exam without completing this or not

Both are to be completed before the exams itself. Otherwise institute will not declare the result. So ask him to join as soon as possible to avoid last minute rush.

No, this time everybody has to complete ITT and OP before exams,no announcement by ICAI and also in exam forms.
So, complete them before exams i.e, 9th Nov.
