Is nil form 61A filling is compulsory...

No. CBDT has released a Press note on 26/05/2017 that 61A is required to be submitted only if there is at least one reportable transaction.
Thank you sir... We filed preliminary response... Only this response can consider as a full compliance of 61A submission.
