Yes ....it's as usual problem with GST Portal , ..... I don't understand , the Rule implemented is never aligned with GST Portal.
Now As per New rule inserted by Notification 49/2019 CT taxpayer needs to check the invoice uploaded in his 2A ,before filing 3B & portal is not supporting , means it's being almost 2.7 years the GST has been implemented but we are facing same error & problems with GST Portal.

Even 28 months after GST the Childishness of the site has not changed.

You can also file grievances with GST helpdesk if you are not able to download again. Further, you can also write to cbicmitra the concern.

Yesterday morning onwards... I am facing problem, always it is showing "work in progress...wait 20 minutes'. I raised grievance request to resolve this issue.

they are sending mails and mails, they want screenshot of problem  which already attached in grievance portal. till now the issue remains same.

I agree that the GST portal is not working in the best possible way. But you can try to raise a grievance and attaching the screenshot of the error.

IT is very ridicullos that GST not response qucickly
