TWO PAN CARD RELATED

There is specific procedure to surrender the second PAN, but you should not have utilized it in any transaction.

In your case get the recent update about the cancellation of the PAN where you have surrender it. ITO may not cancel it till any litigation or dues pending over it. In that case your second PAN may be cancelled in lieu of the surrendered one. So, get the correct information from ITO & proceed.
